Surah Hud · Hud11:117
وَمَا كَانَ رَبُّكَ لِيُهْلِكَ ٱلْقُرَىٰ بِظُلْمٍ وَأَهْلُهَا مُصْلِحُونَ ١١٧
And your Lord would not have destroyed the cities unjustly while their people were reformers.
